The House Subcommittee expects to take up its FY99 Labor-HHS-Education Appropriations bill on Wednesday, June 24, while the Senate Subcommittee may act on Tuesday, July 7. As stated in previous budget ALAWONs, the total amount available for each subcommittee this year is very tight and the squeeze from competing programs will be intense. The Committee for Education Funding (CEF), a coalition of over 90 education organizations to which ALA belongs, circulated a letter to the House urging them to reject the proposed $13.8 billion dollar cut in education and related services outlined by H. Con. Res. 284, the FY99 Budget Resolution reported by the House Budget Committee on May 20. U.S. Secretary of Education Richard Riley also issued a press release, dated May 21, rejecting the Budget Committee's proposal. Calling the Budget resolution anti-education, Riley said that Rep. John Kasich, chair of the Budget Committee is "mounting a divisive attach on public education." In spite of these reactions, the House passed the FY99 Budget Resolution (H. Con. Res. 284) on June 5. The Senate version (S. Con. Res. 86) was passed on April 2. Next the House and Senate must reconcile the differences in the two resolutions. Because of the tight funding situation, advocates will step up efforts to contact the two appropriations subcommittees to fund their programs. CEF is scheduling June 10 for a call-in day asking Representatives and Senators to "Stop the Squeeze on Education" (see the May 27 ALAWON at http://www.ala.org/washoff/alawon/alwn7055.html for more information). ACTION NEEDED: Library supporters should continue their efforts to contact members of Congress, asking them to write and talk to Appropriations Subcommittee Members in support of $160 million for LSTA and $350 million for ESEA Title VI. The House Subcommittee expects to take up its FY99 Labor HHS-Education Appropriations bill on Wednesday, June 24, while the Senate Subcommittee may act on Tuesday, July 7. A study by the FTC this spring involved an analysis of over 1,400 web sites. While industry groups had promoted principles of self-regulation, the report found that "industry efforts to encourage voluntary adoption of these principles have not met with great success." FTC Chairman Robert Pitofsky said that more incentives were necessary to encourage self-regulation and "to ensure consumers that their personal information will be protected online." Of the 212 children's web sites analyzed, 89 percent collect personal information from children. Fifty-four of those sites provide some form of disclosure of their information practices, but only 23 percent tell children to seek parental permission before they provide information to the site.
