The OJJDP also explained that there is nothing in the proposed plan precluding examination of a library-based program for at risk youth. These clarifications may help libraries in future grant cycles. BACKGROUND: In March 1997 the OJJDP published the proposed comprehensive plan for FY97 in the Federal Register. Since the ALA Washington Office has been charged to consider issues of interest for the three youth divisions, it sought advice from youth advocates and subsequently sent a letter to OJJDP Administrator, Mr. Shay Bilchik. In its response ALA stated, "America's libraries are a rich source of community support for young people, particularly those who need direction, information about jobs and possible careers, sources of funding for further education, training in new technology and a place to develop information seeking skills." The ALA letter also said that libraries had not been included in the reference to "local agencies" and are community agencies that have developed the art of collaboration over a long period of time. Attached to the letter were brief descriptions of two successful programs for "at risk youth" -- Hennepin County, Minnesota and Enoch Pratt Library in Baltimore, Maryland. The OJJDP comments are a welcome clarification and may be of some help for libraries in future grant cycles. _________________________________________________________________ UPDATED VERSION OF NGI CONCEPT PAPER AVAILABLE An updated version of the Next Generation Internet (NGI) Initiative Concept Paper is now available on the web at http://www.ccic.gov/ngi/concept-Jul97/. According to Sally E. Howe, acting director of the National Coordination Office for Computing, Information and Communications, this version incorporates the comments received from the Presidential Advisory Committee on High Performance Computing and Communications, Information Technology, and the Next Generation Internet; Members of Congress and their staff; an NGI workshop sponsored by Computing Research Association, Computer Systems Policy Project, and Cross Industry Working Team; industry; academia; and the public. The full text of ALA's comments on the draft NGI Initiative concept paper is available at http://www.ala.org/washoff/ngi.html (see ALAWON v.6, n.39, May 15, 1997). In June Carol Henderson, executive director of the ALA Washington Office, also commented in person to the Presidential Advisory Committee. The Clinton Administration has proposed a Next Generation Internet (NGI) Initiative involving research and development programs across federal agencies, with $100 million requested for FY98. Two members of the Presidential Advisory Committee--Ching Chih Chen, professor, Graduate School of Library and Information Science, Simmons College and Sherrilynne Fuller, director of the Health Sciences Libraries and Information Center, University of Washington--bring library experience to this committee. The Large Scale Networking Next Generation Internet Implementation Team recently completed the draft NGI Implementation Plan. ALA members are also asked to please send copies of their comments to the ALA Washington Office at alawash@alawash.org. _________________________________________________________________ NATIONAL DIGITAL LIBRARY COMPETITION ANNOUNCED The Library of Congress, with a gift from Ameritech, is sponsoring a competition to enable U.S. public, research and academic libraries, museums, historical societies and archival institutions (except Federal institutions) to create digital collections of primary resources that are significant for education and research in United States history and culture for distribution on the Internet (see the Federal Register: July 29, 1997, [v.62, n. 145], pages 40546-47). In the 1997-98 competition, applications will be limited to collections of textual and graphic materials that illuminate the period 1763-1920 and that complement and enhance the American Memory collections already mounted in the National Digital Library. Awards will be made of up to $75,000 to individual institutions and up to $150,000 to eligible consortia for projects that can be accomplished in twelve to eighteen months. Applications must be postmarked by November 3, 1997.
